Dialogue with Mr. Bob Hawke, Ex- Prime Minister of Australia

Tang Hanghao：Here is another question for Mr. Hawke. Many labor unions in western countries oppose the globalization and outsourcing，how could we persuade them to support the outsourcing in service and manufacturing industries？

Mr. Hawke：I think，in some aspects, we should firstly promote effective communication between the government and the leaders of the labor unions. At the same time, we should carry on more education to the politicians, because if they learn more about the benefits we gained from outsourcing, the less they will oppose it. I think the best way to persuade them is to provide them with real data, that is to say, you can illustrate specific examples to the leaders of the labor union. Some time the labor union will have such a trend that they oppose the technology which will lead to unemployment. Therefore, through the real data we could tell them that the adoption of the new technology will benefit the whole world or any certain country in a long-term perspective.

As time goes by, I believe that not only the individual’s benefits, but also the whole markets will expand. I think outsourcing and globalization will not have specific benefit for some officials in the government or the staffs in some enterprises; however, it refers to the national benefits or a high level of benefits. On this process we will lose something but gain much more. We can increase our competitiveness through the participation of globalization, especially on the national and company level.

More over, we can take some other measures to persuade the leaders of the labor unions; at the meantime, the government can offer some subsidies to some unemployed communities caused by the technology adoption. Anyway, the most important are our national interests. I believe it would be better if we let them know how much our country has benefited from this by telling them the real data instead of some academic reports. I believe we will succeed if we do this.
